This patch is mainly to fix the problem with C escapes in labels entered
from an XML file. The text from an XML label was not getting these
translations made.
It also contains preliminary fixes for adding menus and menu_items to
XML. These do not yet work, but they do not hurt anything. Menus from
XML will not display correctly yet, but that is my next task.
